Engineering Consultants Required to Review Major Groundworks Project

The Opportunity
The objective of this opportunity is to shortlist the submissions that best answer the brief, with the aim of attending a presentation day with Energy Innovation Centre (EIC) industry partners, where it can be discussed in greater detail with a technical panel.

What’s the Problem?


Scottish & Southern Electricity Networks (SSEN) Transmission’s ‘Pathway to 2030’ is a series of major projects aimed at expanding transmission capacity in northern Scotland. These projects are part of the Accelerated Strategic Investment (ASTI) framework, which is a national initiative designed to upgrade network infrastructure across Great Britain. This framework aims to create efficient connection and transport of renewable electricity.

One of these projects is the construction of a 203,000m² (203 hectares), 400kV substation in Emmock, Dundee. Whilst in the early stages of technical review, some challenges have already been identified. Ground investigations have confirmed that there are no suitable local rock deposits to provide the 147,000m³ of granular fill required for the makeup fill. As a result, Emmock must import large quantities of material to meet SSEN’s Earthworks Specification (SP-NET-CIV-501 Rev 2.00), which will likely impact:

  • The Local Community: Approximately 294,000 tonnes of material requiring transport (equivalent to around 14,500 trips by 20-tonne tipper lorries)
  • The Construction Schedule: Substation makeup is expected to take 75 weeks (operating five days per week)
  • Project Costs: Significant volume of imported material

Preferred Output:
SSEN Transmission is looking for an experienced engineering consultancy to recommend methods/solutions that result in:

  • A reduction in the quantity of necessary transported material.
  • Any reduction in cost, risk, schedule and carbon spending.
